My PhD thesis introduced a systems approach to pre-service teachers at the University of Washington in the 2000s. Then, the Education faculty was disinterested.

However, the University of Bergen does have strong faculty support, and welcomes students from other countries. Unless that has changed, that would be my suggestion to explore.

Is there a university that has a PhD program with that focus?

I an unaware of any PhD or other special certificate programs that would allow this person to gain the formal education she desires.

Any help or suggestions would be greatly appreciated.
