I ran into the same issue.  I'm not buying any back issues.  I made sure that I have index to the full run of TESOL Quarterly and if students need an article from any missing issues, they can ask for it via ILL.  I don't have $ to buy back issues and I don't want them in print, anyway.

Has anyone else encountered this with Wiley? Are you paying for the back issues?
