After researching this, it looks like this is a freebie publication by the publishers of Oil & Gas Journal also available full-text at article level on the web: http://www.ogj.com/articles/uogr/print/volume-1/issue-1.html
I didn’t see an ISSN either, but bear in mind I don’t have the piece in hand. The only evidence I see is that it appears to be a quarterly publication as indicated in the subscription information “quarterly report” to Oil & Gas Journal’s weekly frequency. It might have possibly come with the weekly Oil & Gas Journal.

Subject: [SERIALST] Unconvential Oil & Gas Report
Hi, everyone. We just got volume 1, issue 1 of Unconventional Oil & Gas Report. It is published by the same publisher as Oil & Gas Journal, but it is more like a tabloid magazine type format and does not look like a supplement or special issue. I can't find an ISSN anywhere in the issue and I can't find it in OCLC. Anyone know anything about this title?
