You might try Deep Dyve. We haven’t used them, but they were originally intended for a non-academic market.

I am also interested in how libraries are dealing with pay-per-view journal articles. However, I am more interested in the products that libraries are using to provide the articles. We are a small library and
do not have access to the same resources as an academic library. Does anyone know of a good multi-publisher pay-per-view product? For example, I looked into Get It Now from Copyright Clearance Center (CCC) but they told me it was unavailable to any non-academic
library. I also looked into the British Library Document Supply Service (BLDSS), but it was really expensive.

We’ve prepaid for some block downloads of journal articles and have provided patron driven access for books but I’m particularly interested in both mediated and unmediated ppv for journal articles.
