I agree, Melissa.  It is disheartening to know that cancellations have almost become a
"standard" in journal renewal processes.  

We follow the same guidelines that have already been outlined in previous posts here.  Vendor, ILL stats and faculty use of requested titles are all important metrics we use to gauge what remains in the collection, and what we can consider letting go.  We do consult our faculty for their opinions on which journals are relied on most heavily, and we also use Scopus to determine how many faculty from our local institutions have published in a particular journal.  August is typically when we begin the process of doing any overall usage review for journals and ebooks--both per package and per title, but creating usage reports has definitely become a year-round workflow.

One other step that I forgot to include in my analysis is consideration of whether any print subs (or print+online) should/can move to online-only in the renewal.
At this point, almost all of our print subs are in that format either because online is not an option, or because the cost of online is exceptional and prohibitive (Science and Nature).
But every year, I check just in case any of the print-only titles' publishers have finally taken the step into the 21st century and have an online option now that we can afford.
