The CONSER manual is part of Cataloger's Desktop, which is very helpful if you have access to it.  There is also some documentation on the CONSER web site: http://www.loc.gov/aba/pcc/conser/.

Do you have access to the Cataloger's Desktop (online subscription for cataloging info)?  I believe the Conser Cataloging Manual is a part of that subscription now.  When I used to do Serials, I used a print version of Conser often to help me with serials cataloging questions.  I worked in a small library where there weren't other experience serials people to help me so I found the manual and online discussion groups to be valuable.
