The Transfer Alerting Service is the one provided by the NISO Transfer group:

You can sign up to the TAS listserv to be notified by email any time a publisher posts notice of a transfer, and/or search the database of transferred titles.  Export to Excel, too!

Please let us know how it works for you, and if you have suggestions for how to improve the TAS (Transfer Alerting Service), let us know that, too (you can email me).  We will actually be sending out a survey within the next couple of weeks, seeking feedback on the utility of the TAS.
