Hi, Amanda. 

For various reasons, we have done this to some extent every year.  We usually target the high cost, significant cost increase, and low use titles.  I create lists of the titles in question with costs and usage statistics.  I distribute them to our library faculty liaisons who communicate with the department faculty.  If there is a better way to do it, please let the list know.  I am always up for improving the way I do things.
