Interesting question. I did that often at my previous position when pages were removed by users. As far as I remember, no where it says this is illegal in the US.

Absolutely, yes, and libraries have been doing exactly that for decades. Not just a single page, but an entire article would be ok too, even under US copyright law (and wouldn't even be a question in Canada).
