Same situation here at the University if South Florida. Few hours ago we were getting messages like Connection refused or Unable to connect, so I reported to Wiley, but no response so far. Now they display the maintenance message.

It’s the weekend but hopefully someone out there is able to respond. Is Wiley Online Library accessible to you? When I try accessing it, I get a webpage with the message, “Wiley Online Library is currently unavailable while we conduct essential maintenance.” I’m wondering what might be going on as it appears that this has been the case for several hours, back to at least 8a this morning CST.
