This is available at the NISO website, for $55 US.  Go to
http://www.niso.org/standard.html, click on "Standards, Books..." then
search for Z39.71.

You can find out more about NISO (National Information Standards
Organization) at their homepage located at www.niso.org  The publication on
the new holding standards is titled Z39.71-1999 Holdings Statements for
Bibliographic Items.  This standard replaces both the Serial Holdings
Standard Z39.44 and the Non-Serials Holdings Standards Z39.57.  NISO Press
can be reached at 301-362-6904 or toll free at 877-736-6476. I hope this
