The organization that develops lighting standards is the Illuminating
Engineering Society of North America <http://www.iesna.org/>. They have
issued a pricey answer to your question in the following standard. Their
web page suggests that for information on content and technical support
contact: rwright@iesna.org. I would suggest that that would be a good
first step. I have never seen this particular document, but I hope this
helps.

Help! - we are in the middle of a state supported change in the lighting
in our building.  Of course, we were never asked about our requirements.
As I look at the changes, I don't think there will be enough light for
reading. Can anyone quickly direct me to standards of lighting for
libraries?

They have halted work while the situation is re-evaluated.  I would like
to have something definite to give them ASAP.  Any suggestions gratefully
accepted.
