At the University of West Florida we use Faxon.   What we do to minimize
the
supplementals is to get and pay the annual renewal invoice in
mid-to-late
fall.   We've put as many subscriptions as we can on a January-December
basis, also.  We get our annual renewal quote in summer and use it to
line
off cancellations and to add new subscriptions before we send it in, as
is
feasible.  Faculty who want to review the subscriptions in their areas
are
also asked to do this before the quote goes back as well.  As we have a
July-June fiscal year, we've also arranged not to pay for any July or
later
renewals before July 1 each year.  These things have helped cut down our
invoice paperwork a lot over time.
