The ACM website http://www.acm.org/membership/pub_schedule.html will give
the publication history of the ACM between December 1997 and May 2000.

We have a membership with ACM, and yes, we have that problem. The main
reason stems from the fact, for us anyway, that we could never convince
them to send us the invoice for the membership every year (and I have
practically gotten down on bended knee and begged). I **never** received
the invoice (or the issues) for one year, in spite of repeated requests on
my part. The amount we pay is a hefty sum, and you would think that the
Assoc. would want the money, but it is like pulling teeth to get them to
send the invoice. As for a solution, this year we entered our membership
through our vendor, I am hoping that things will work better that way, but
only time will tell. Good luck with the problem. Believe me, you will
need it.
