I'd like to further add that it's not just CONSER practice...it's in
AACR2.  21.2C specifies that if the *title proper* of the serial changes,
then you create a new record.  If (for whatever reason) those words were
transcribed as part of the title proper, then you would have a title
change.  --Steve
