Subject: Watch Journal Vendor Invoices for inappropriate rate increases by
                Harcourt Health/Mosby

Sorry for cross-posting but I thought this was important.

Dear friends,

I just received an EBSCO invoice with two Harcourt Health/Mosby titles
with rate increases for 2001. These are titles were renewed in Jan.
2001. EBSCO received these "Publisher Increased Rates" in Dec. of 2001.
This I felt was totally inappropriate and I contacted EBSCO about it.
They should not be allowing publisher rate increases after we have
received all the issues or even after 6 months. If publishers are going
to try to sneak these inappropriate rate increases along then we need to
be aware of it and possibly ask vendors to try to catch these items for
us. I think this is something new for the Vendors as well. I don' t
think they have ever seen this before either.

The titles I had the rate increases for were:

American Journal of Obstetrics and Gynecology
Journal of Thoracic and Cardiovascular Surgery.

I decided to post this to Medlib-L and Serialst so that those libraries
using EBSCO and having these titles would be aware of these
inappropriate rate increases. It may very well be that other vendors
could have passed this rate increase along to you if you receive these
journals.

Check supplemental invoices carefully. The publishers (I'm not blaming
the societies or the vendors at all -- EBSCO is great and I love my
representatives) are playing a new sort of game.
