I don't think the length of time matters; if the numbering resumes where
it left off, I'd reopen the record and add a note about the suspension.
But I'd also compare the record with the new pieces to check for other
changes, and adjust the description as necessary.

Yvonne -- Found several LC/CONSER records (#3423562, #1773090, #17309889,
#1332042) with noted suspensions anywhere between 10 and 50 years.  IMO,
if the numbering ties them together and the title hasn't changed, I
wouldn't create a new record.  --Steve
