Backserv is very much well and alive, as is its mate backmed (for
medical serials). Also active is DEU thru the American Library
Association. The more subscribers the better the results for all of us.

Absolute Backorder. They have been very helpful in helping me find
needed
copies. They will accept your  duplicate issues also. Once you have sent
them
a batch of duplicates any single copy that you order from them is
$10.00.

There used to be a listserv called BACKSERV.  I think it was hosted by
Blackwell.  It was quite active when I was signed on it.
