I can confirm that, as of Volume 14, The Journal of Forensic Psychiatry has seen an
increase in pages and a title change to The Journal of Forensic Psychiatry and
Psychology.

Both should be considered major changes (and hence require new records) since the
additions change the meaning of the title (AACR2 21.2A1), in these cases expand the
topical coverage. The first new title was already cataloged by CONSER in OCLC, the
second one not (yet?)

I say yes to both, for the following reasons:
    1)  The change is in the first five words.
    2)  It doesn't meet any of the qualifications for minor changes.
    3)  With the addition of the words there seems to be either a change
or an addition to the subject content of both titles.
