Ooops.  My sincerest apologies.  The phrase "for some years" in Noreen's
original message should have been the warning I needed to check OCLC
before replying.  Unfortunately, I missed this in my haste to get through
post-ALA email.

Lynn, you are correct, this is a major change under the old rules and is
already accounted for by LC.  Which does still leave the original
question of whether the introductory wording would be considered part of
the title proper.  The rule Diane quoted (12.1B3) is the correct rule to
apply in this case, but sometimes one cataloger's doubt can be another
cataloger's certainty.  --Steve
