Jan -- It's not uncommon to see the "creeping" title change that starts
on one source (usually cover) and gradually makes its way through the
rest of the publication (with the masthead often being the last source
to change).

Generally, if chief source title presentation has changed, one must
consider whether the change is major or minor.  In this case, it's major
as the changes are:
* deletion of resource type word and accompanying preposition (minor)
* change of word in first five words from attorneys to lawyers (major)
