One possibility you might consider, if you haven't already, is that if
the same supplement comes in every year, with its own title (e.g.
Directory of Bald-Headed Muralists) you can send it to cataloging and
have a separate record for it, with a separate check-in.  If this is
your choice, it's a good idea to put a note in the original checkin
record to check in the directory on its own card.  If the supplement
actually constitutes a regular numbered or dated issue of the
periodical, then you still have a choice, if it has its own title, of
checking it in and binding it with the rest of the volume as if nothing
was different about, or of treating it separately as described above.
In the latter case you might want to insert a dummy page in your bound
volume explaining how to find issue no. 5, Directory of Bald-Headed
Muralists.  Questions?  Give me a jingle;  we have a number of
supplements published with our legal journals.

I've looked through the archives mining for a discussion of my issue
and been unable to find the correct thread. My apologies is this has
been discussed to exhaustion already.

I am new to my position and have just become aware that we do not
have a policy with regard to the binding of  the serials supplements.
My experience at other institutions is that supplements are included
with the main issue,  either segregated at the end of the annual run or
inserted within the regular issues in time sequence. I'm interested in
knowing what other libraries do and why so that I can make a cogent
argument to my supervisor.
