For serials, if the title includes a date, name, number, etc., that varies
from issue to issue, omit this date, name, number, etc., and replace it by
the mark of omission, unless it occurs at the beginning of the title, in
which case do not give the mark of omission.

Supply estimates for the year ending 31st March ...

Frommer's Washington, D.C. on $ ... a day
  (Title appears as: Frommers Washington, D.C. on $35 a day)

The annual report of Governor ...
  (Title appears as: The annual report of Governor Rhodes. The name of the
   governor changes with each specific term of office)

Annual report    not   ... Annual report

Your statement ('there appears to be no easy way to find the record')
really depends on what your local system does with the ellipses and what
kind of search is done.  --Steve
