Oxford University Press negotiations

Oregon Health & Science University Library is trying to negotiate a
license with Oxford University Press for electronic journals in 2004.
In addition to not agreeing about whether we are multi-site (we have a
split campuses 12 miles apart) or a single site (Oxford definition -
same city, 5 mile radius), they are pressing us for a no cancellation,
no substitution agreement with a 90% cancellation penalty that will
continue as long as we have "multi-site" access.
Is anyone else being requested to give up their ability to control
their collection when just trying to provide access to workstations that
are on the same IP 12 miles apart?
