Have you looked into creating a periodical checkin database using MS
Access?
There was an article that I read in Serials Review (I believe it was
this title) where the author had created a periodical checkin database.
You may want to look into this since it is a no fee option for you.
Can't remember the issue but maybe the author will comment.

Our library has a relatively small number (about 100) of serials
subscriptions. We've been noting check-in dates, and issue dates on
spreadsheets -- which is possible because of the size of the collection.
Does anyone know of any software, or other system, that would enable us to
automate a small collection like this? Obviously, we don't want to take
the plunge with one of the major library automation vendors.
But it would be nice to be able to keep track of check-in, arrival dates,
issue numbering, claims, etc. in an automated environment.
Suggestions?
