I realize that there was a question not too long back in this area, but it
doesn't precisely cover my question.  So please forgive any repeats that
come up from the previous round.  My question is this - I am aware that
there are formulas out there for funding periodicals in the library budget,
but how many are still using a formula (really and truly)?  With the advent
of databases, etc. and the fact that so many journals overlap departments,
plus the fact that some subject areas' titles are hugely more expensive
than others (and are still growing at an alarming rate), I have to wonder
whether most of the funding formulas out there are really being used?  If
you actually use that formula, how do you factor in the databases?  Or do
you?

You may reply directly to me and I will summarize, but I suspect that most
of the list will be interested in seeing the answers to this topic.
