I hadn't read John's message closely enough to realize the words dropped
from each title were:

Journal of toxicology
   not just
Journal of

This would be a major change under both old and new rules as dropping the
3rd word (toxicology) does not fall under any of the categories listed in
21.2A2.  My apologies for any confusion I've caused.  I'll be quiet now.
