Hi Serialisters,
I'm turning to all of you for assistance.  I'm working with a Project
Muse title, SAIS Review, for which we only have e-access.  According to
OCLC #32101960 for the print record, it title changed with v.24 (2004)
to SAIS Review of International Affairs (OCLC #55043382) so the SAIS
Review bibliographic record was closed with v.23 (2003).  There is no
new ISSN on the record for the new title so the old ISSN was added to $y
in 022.  There is also no note in the new title record indicating where
the title information was taken from.  In viewing the PDF, I see no
evidence of a title change (no hint in an editorial comment and the
running title is the same) which I realize is not always true evidence
one way or another, but it's all that I have available for assessment at
this point.  Also WilsonWeb and Ulrichsweb still cite as SAIS Review.
The only ambiguity I see is at the publisher's website
www.saisreview.org where every reference to the title is SAIS Review
except for the opening sentence: The SAIS Review of International
Affairs is dedicated to advancing the debate on leading contemporary
issues of world affairs.  Project Muse has used this sentence in their
title description but retained the title as SAIS Review.  The UConn
Libraries purchase MARC records for our e-journals.  Since our provider
purchases CONSER records (which are from LC, not from OCLC) our
bibliographic record is closed with 2003.  I would like to preclude
getting a record for the new title in our next load if this is not a
title change.  Would some kind CONSER participant (or NSDP) be willing
to look into this to determine whether it really is a title change and
correct the record if appropriate? Incidentally, there is a CONSER
record in OCLC (#34581236) for the "online" but the beginning date is
the date of online availability and therefore does not include inclusive
holdings or reference to earlier entry.
