Hello-

I am very new to serials, so that's my excuse if this seems like a lame question.

If publishers make mistakes with ISSNs noted in magazines/journals, do
they never correct them?  This specific instance is about Law and Order
where the ISSN listed in the journal is 0023-9195, but according to
Ulrich's and everybody else I checked should actually be 0023-9194 .  In
checking our back issues this has happeded since at least 2003.  Or are
the publishers correct and everyone else is wrong?

Not a particulary earth-shattering item, but I'm curious.
