I found one vendor in California who had physical CFR inventory and will ship them out the same day as the order.  The company is called Legal Books and Forms Depot.  They have a bricks-and-mortar presence in Los Angeles and a Web presence at http://www.legalbooksdepot.com. 
 
I received my CFR's in less than a week with not that much of a mark-up over GPO prices.  I would use them again.  They also told me that they will work with book and serials vendors.
 
No other vendors who had physical inventory of CFR's were noted in the responses to me.
