This is the last time I will say this.  The cataloger that is following
the letter of AACR2 is comparing the latest title:

 IET manufacturing engineer

against the title proper as represented in OCLC #19864213 (MARC 245|a):

 Manufacturing engineer

and NOT against the later variant (MARC 246):

 IEE manufacturing engineer

to determine whether the title change is major or minor.
