We have several volumes of "Banned books resource guide" and "Banned
books resource book", which in OCLC has been treated as a title change
(OCLC record numbers 31025456 and 46315998). However, it appears to be a
fluxating title. The editions I have in hand are:

1994 - Banned books resource guide
1995 - Banned books resource guide
1998 - Banned books resource book
1999 - Banned books resource guide
2001 - Banned books resource book

Doesn't this constitute a minor change, per 21.2C2 b)ix), which states
'the addition, deletion, or change of words anywhere in the title that
indicate the type of resource, such as “magazine,” “journal,” or
“newsletter”'? The records were created long before the rule revision,
but would a kindly CONSER participant be willing to merge the records --
or explain why we need to keep both in OCLC?
