Dave,

ISSN for U.S. titles are assigned by the National Serials Data Program,
(NSDP), the U.S. ISSN center, part of the Library of Congress. NSDP
participates in the CONSER program, which uses OCLC as its
database.  Therefore, for **U.S. titles** OCLC is the database where
records for U.S. ISSN assignments are created or ISSN are added to
existing OCLC records. If you don't find an ISSN assignment for a
U.S. serial in OCLC, it usually means the assignment has not yet been
made. There are some exceptions, e.g., publications of international
agencies like the United Nations, or some multinational publishers like
Elsevier, whose ISSN assignments are made by the Netherlands ISSN
center. The international database of ISSN assignments is the ISSN
Portal.  Further information about the ISSN Portal can be found at
www.issn.org. That is the most complete database of ISSN assignments and
contains over one and one quarter million ISSN records.

ISSN are not assigned by publishers, as are ISBN where the publisher is
given a block of ISBN to allocate to books as they are published.
