It's not a Serials Solutions problem, it's ACM. We use EBSCO A-to-Z, and see WALDO (RIT) and SOLINET. (We actually have access through WALDO, but we aren't RIT!) Like you, I only see my own consortium, SOLINET, when I utilize the longer TOC link. It would also be interesting to hear from users of other OpenURL systems - it actually looks like an ACM problem. Our access to the ACM Digital Library is through a consortium, rather than as an individual institution. I checked several titles to see if we get the correct branding. When we reach a title using the Serials Solutions link in the A-to-Z list, the name of the consortium is correctly displayed. So, apparently your problem is not a universal one. Serials Solutions uses a looooooong URL to link to ACM journals' home pages because that is what most librarians prefer. I've asked Serials Solutions to change the URL's to the table of contents shortcut (example: http://portal.acm.org/toc.cfm?id=J932) because I see my own institution's branding this way, but they won't do it because librarians don't prefer the TOC level link. Serials Solutions cannot duplicate my problem and they suggested I clear my cache, which I did, but I get the same results. If you'd be willing to spot check a few titles and let me know if you see your branding or another institution's, I'd appreciate it.
