Whether a new ISSN is assigned following a title change depends on whether
the change is considered "major," or "minor," following rules in the ISSN
Manual and the rules in AACR2.

Unfortunately, in a cooperative database such as OCLC, it is necessary to
determine if the ISSN in field 022 subfield a of a record was
assigned to the title by the National Serials Data Program (NSDP, the
U.S. ISSN center) or was printed on the issue and transcribed by the
inputting library.  ISSN by the National Serials Data Program to U.S>
continuing resources can be identified by the presence of the
code "nsdp" in field 042 of the record.  In the case you mention, the
earlier title has the "nsdp" authentication code, the later record does
not.  You can notify NSDP of these kinds of situations via an email to
issn@loc.gov and catalogers here will determine if a new ISSN is assigned
and update the records accordingly.
