Julie -

In cases like this, where the URL doesn't go directly to the resource
itself, we'll sometimes use an 856 $z note to let people know what's
going on.  (Our thinking is, if people zero in on the link, then -maybe-
they'll notice a note that's right next to it!  We usually put them in
all caps too, for emphasis.)  So for example, we might do something like

856 41 $u http://scifinderscholar.whatever.org $z INSTRUCTIONS FOR
ELECTRONIC VERSION

It might be worth a try.
