I find that it is necessary to check in and file claims for journals. There are many journals we don't receive until we claim once or twice. The time it takes to do the claims is worth the time. I have to say, this idea kind of scares me. Depending on users to let you know when you haven't received issues can be risky especially for delayed titles or titles that just don't get use that much.
