Do you have access to Ulrichsweb.com or do you have a print copy? Ulrich's contains detailed info.
Or do you have access to OCLC?
Another option may be to go to the Library of Congress website [http://www.loc.gov/library] and use their catalog http://catalog.loc.gov/ to find records. You can view the Full records or MARC records which have volume number & year that journals began publication. This is free service.
Looking each title up can be tedious but it is one site.

Right, but I need a list of published issues to know what we don't have when
comparing it to our holdings.  I'm not sure if there is a way to get this
