Andree -- On further research, I see what happened.  OECD had a single French/English ed which beginning in 2011 they published as two separate language editions.  However because the title proper is still the same between the original combined language ed. and the post-2011 English ed. and there is no other explicit edition statement, I could just as easily describe the relationshio as a "Separated from" relationship as a "Split into" relationship.

In any case, I will discuss with Regina Reynolds of the US ISSN Center and we'll go from there.  --Steve
