Technically, it is a major change.  Titles of short duration are only identified in retrospect (unless you really can see into the future...you and I know what will likely happen but we don't know for fact).  Depending on how the word "new" was presented on the chief source (was it inserted above the line with little arrows or a banner to indicate the original title still had prominence?) and how it was presented in other sources, I might consider *locally* adding a 246 with a note to see what the next issue looked like.  However, if the publisher changed all the presentation of title (running title, mastehead, editorial, etc.) to include the word new, then that's a pretty conscious choice on the part of the publisher.  Just my opinion.  --Steve
