Gee, you burst our bubble.  We thought we were receiving special treatment
because a former student asst's parent worked for the Malaysian government.
Since there is a special program here for Malaysian students, we have
just put these papers out with the rest of the foreign papers we receive.
We have found it to frequently be the case that mysterious newspapers
begin to arrive for no apparent reason.  We usually wait a bit to see if
more arrive, and if they continue to come, solicit a decision from
Collection Development.  Sometimes student groups on campus pay for a
subscription to their "home" paper (non-US).  These gift subs are
usually retained as current issues only material, the unsolicited titles
may be treated as discards, or retained for a limited time period.
