With respect to the date qualifiers in the 130 field of the Extension
bulletin, I would have a single record for nos. 10-21:

Extension bulletin (University of Nebraska (Lincoln Campus). Dept. of
Agricultural Extension : 1913)

and then have a note saying that nos. 19-20 were issued by the
University of Nebraska (Lincoln Campus), with 710's for both the
department and the university.  It seems to me that having three records
for these twelve numbers is needlessly cumbersome.

 - Offhand, I would say this is a case where the title proper has
not changed, but, unfortunately, the QUALIFIER has.  This seems to me to
be unnecessary successive entry cataloging.  My solution (which might NOT
be Kosher under AACR2r or the LCRI) would be to have ONE title with the
qualifier:

Extension bulletin (University of Nebraska.  Lincoln Campus)

and then make added entries (710s) for the minor variations in the
corporate body.

HOWEVER, according to rule 21.1B2 of AACR2r  paragraph
a) ... or  its resources (e.g., catalogues, inventories)
                                ^^^^^^^^^^
This seems to qualify the work for entry under corporate body, not uniform
title.

This then becomes a different can of worms, but let's leave that for
another discussion.
