Enrique:  I will answer your last question first:  You can contact Regina
Reynolds(?) at LC and/or Eleanor Cook (Cookei@stat.appstate.edu), current
Chair of ALA's ALCTS Committee to Study Serials Cataloging.  The committee
dealt with this very question about 4 years ago.

Another person (who does not have an email address) is Jim Cole at
Iowa State University, Ames, IA.  Jim has done a column in Serials Review
and has also edited Serials Librarian on occasion.  He is VERY THOROUGH
when it comes to discussing cataloging rules down to the smallest details.
