   The claims module on our serials system creates claims according to several
factors:  an expected date in the issue record
          the frequency/regularity codes in the bib/holdings records
          the delay period in the holdings record (local tag 960)

We created default delay periods based on frequency/regularity and whether a
title is a domestic or foreign publication.  We've had to do two across-the-
board adjustments to these defaults since our in-house system was implemented,
so on the whole it works very well.  The table of frequency & default values
is replicated below.

Adjustments to the delay periods on individual titles can also be done when
titles are found to have very slow publication patterns or other factors that
dictate an adjustment outside the default values.  For those titles that will
not be claimed (certain categories of gifts, titles not purchased by the
Serials Dept. but inventoried on the serials system, etc.), we set up a special
value of 0m (since our system requires the delay to be expressed in an alpha-
numeric code, we opted for the "m" for "months" as the alphabetic part, as it's
the easiest for everyone to remember ;"zero" as the numerical value is
self-explanatory.
