My eyebrowns raised at reading that as far as the "vendor" is
concerned the term "resolution" includes responses from publishers to
the effect that claimed issues were not "available."  Why were they
not available?  Were they out of print or out of stock,
or was the claiming period surpassed?  And how many of them
were "resolved" as "unavailable."  You might want to ask how
many of your claims are not reaching publishers in a timely manner
and why?
