 One option is to make a 515 Numbering/publishing irregularities note
 in the bib record for the new title that says something like:  Vols.
 for (dates, e.g., month, year) are called v. 1, no. 1-v. 1 no. 5, but
 constitute v. 98, no. 1-v. 98, no. 5. (Or whatever the actual numbering
 is.)

 Then you can keep the same classification number as the former title,
 and keep the numbering continuous.  You should probably also make
 a note to your marking staff to mark the first issues of the new title
 with the same volume scheme as the previous title had.  If possible,
 also include some kind of date info on these vols. so the patrons can
 find them by date.

 Nancy,
  for Union Listing,
 $v  v.1;v.98-  $y 1994-  (or whatever)

the semicolon indicates a non-gap break in the numbering scheme. Use of
the "v." to indicate volume is optional -- you may want to check with
your network. NELINET is teaching all new union listers to include it.

I would be inclined to keep the original volume numbers when binding, as
well. It may look weird, but if people are searching from citations, they
may be looking for Vol. 1.
