According to AACR2R 22.2C1, "If the title proper of a serial changes, make a separate main entry for each title." This rule previously had been to make separate main entries (successive cataloging) for ANY change in a title, which resulted in many unnecessary title changes (e.g. change from "&" to "and", plurals to singular, etc.). Some catalogers in those days would move the subtitle to a note field follwed by the words "(varies)". In your case, because the SCOPE has changed, this makes the issues a little murkier. I think the EASIEST thing to do would be to fill out a "change request form" (which appears in the OCLC manuals) and request that a 500 note be added for the subtitle, and an additional subject heading be added for the new subject. The questions I would ask myself are, "Would my patrons really think of this as a title change and look for it under a different title?" Try to remember, we are cataloging for the great unwashed, er, I mean the public! The practical consequence will be a lot of confusion: the ISSN won't change, since that is based on title, so links to the Oceanography A&I service will be confusing. Users will be confused by multiple records for the same title. You won't be providing any access points that aren't already on the record. We are pseudo-CONSER participants. We are part of the experiment to have non-CONSER members submit titles changes, cessations, suspensions, etc. If you get an offer from a CONSER participant to clean up the mess in OCLC, take them up on it. If not, let me know and we'll do it here. Our Scripps Institution of Oceanography branch values that publication and will be happy to contribute good records. It's stretching what we're allowed to do under our pseudo-CONSER hat, but I doubt that LC would refuse the request.
