As far as our library goes at the U of I, I pull the issues from the
unbound shelves and stick them back behind the circulation desk.  We have
student assistants that man the desk when the staff is not here, and we
have told them if someone comes up to the circ. desk looking for a
particular issue that is ready for binding, they may use the issue
providing that they bring the issue back to the desk to be placed on the
shelf for binding.  I haven't had much of a problem doing this, but your
situation may be different.  Hope this little tidbit helps!

Concerning making binding units available to the public:

At the end of each semester, we do a Rush Binding of our most heavily
used titles.  Depending on the schedule, they are off the shelves during
some class days.  We make the binding slips *before* we pull the issues,
based on the check-in record.  We use post-it notes for any questions we
have, such as finding page numbers, checking for title pages, etc.

We then pull the issues, rubber band them, and keep them on a book truck
in the periodicals area.  The periodicals staff have the list of titles
in two formats--sorted by title, and sorted by call number.  The issues
are kept in call number order.  If a patron needs an issue, they leave
their drivers license with a library staffer.  (The issues are kept in a
secure area, so the patrons do not have direct access to the truck.)

We check out the issues at the time of binding - the message the public
sees says "In the bindery process.  Check with a librarian." After the
issues are actually picked up by the bindery, we check out the file
again (this is automated), so the public message says "At the bindery"
and also displays a return date.

A day or two before our scheduled pick-up, we take the binding slips
to the periodicals department, proof the slips against the issues, and
add any necessary information.  We then box the issues and take them
down to Technical Services.

This is more time consuming, and we are only willing to do it for our
rush binding, but you may be able to modify the system to use it
routinely.  The public service staff wishes we would use the rush bind
system for all of our binding!
