I am seeking advice on how to record the numbering of the report of the
Secretary of Defense.

        In the last year Frank Carlucci submitted the report, the full
title on the title page was: Report of the Secretary of Defense//Frank C.
Carlucci//to the Congress//on the//FY 1990 / FY 1991 Biennial
Budget//and//FY 1990-94 Defense Programs//January 17, 1989//This Report
Reflects the//FY 1990 / FY 1991 Biennial Budget//as of January 9, 1989.

        The previous year's report was similarly structured.  With Dick
Cheney's administration the title page became: Report of the Secretary of
Defense//to the President and Congress//January 1990.  [A note in the
preface indicates that this covers FY 1990.]

        In constructing a call number or checking in these pieces, would
you record the date for the first piece as 1990 or 1989?  I think that
the second MUST be recorded as 1990.
