With regard to recording dual systems of numbering, AACR2 rule 12.3E gives
clear guidance:  Record the systems in the order in which they are presented on
the chief source of information.  Precede the alternative numbering with an
equals sign:

Vol. 3, no. 7-   = No. 31-
Bd. 6, No. 2-   = 3.-   Jahrg. = Nr. 32-

Do not use multiple 362 fields to record dual numbering.  The 362 is a
repeatable field, but the purpose of the repeatability is for unformatted
notes.

362 1  Began with 1976.
362 1  Ceased with v. 6, 1982?

or a combination of formatted and unformatted notes.

362 0   Vol. 1, no. 1 (Jan. 1967)-
362 1   Ceased in 1986.  Cf. Ulrich's

And a practical tip:

If you use an automated system that prints labels, be sure to make a decision
which numbering system you want to use and CLEARLY note that for the check-in
personnel.

Possibly add both numeric designations in 362 field, e.g.

362   Vol. 6 no.1, Spring 1994-  : (Whole number) 362-

I am not certain if you can add 2 362 fields, check your MARC
formats.  This is just off the top of my head.
